As verified by the contract label, this item is from a 1990 contract (DLA100-90-C-0301). The manufacturer is PROPPER INTERNATIONAL, INC., a well-known U.S. military contractor, and the size is the highly rare SMALL-SHORT.

The 6C Desert Camouflage features a highly distinctive design consisting of a desert-colored base—composed of tan, brown, and pale green tones—overlaid with a pattern of small, rock-like shadows in black and white. Due to these fine specks, it is affectionately known as “Chocolate Chip” and was used from the 1980s through the early 1990s.It remains extremely popular today, particularly as a camouflage pattern that symbolizes the U.S. military during the Gulf War era.

The fact that it dates back to a 1990 contract is another key point.
